Job: Policy Director

Work with the OC Action team at the front lines of creating progressive change in Orange County, California!

Under the supervision of the OC Action Executive Director, the Policy Director will be responsible for advancing policy goals in alignment with OC Action’s issue priorities. The position requires policy advocacy experience, the ability to develop, design, and advocate for policy in alignment of a multi-pronged strategy, and a commitment to OC Action’s mission and vision. The Policy Director partners closely with the Executive Director, Research Director, and Campaign Manager to develop and implement an integrated power-building strategy through the development and advocacy of policy at the local, county, and state level in conjunction with OC Action’s core partners.

Primary Responsibilities

  • Serve as OC Action’s primary policy expert, setting the policy and legislative strategy for OC Action as an alliance.
  • Represent OC Action externally and strengthen relationships with a variety of decision makers and stakeholders including, but not limited to, elected officials, local unions, core partner organizations, funders, media, and other alliances. 
  • Provide technical assistance to OC Action partners in the development of municipal policies (city council and school board), including research, analyses of legislative proposals, and strategic thought partnership as necessary.
  • Provide high-level strategic advice to the Executive Director and leadership body on statewide legislative priorities for OC Action to support.
  • Manage long-term strategic thinking on how OC Action can continue to develop its long-term policy strategy, strengthening multi-year issue advocacy advancement in alignment with OC Action’s priorities.
  • Identify, develop, and implement training tools for core partner organizations to strengthen their policy analyses and advocacy skills
  • In partnership with the Executive Director, strengthen annual program evaluation and planning with guiding framework and processes to ensure consistency and overall coherence across program areas.
  • Oversee budget development and administration of OC Action Policy department.
  • Work with Campaign Manager to advance legislative goals and strengthen OC Actions’ capacity to advance priority legislative campaigns.
  • Support Management Team in strategic organizational development.
  • Implement and oversee performance evaluation and management systems of staff.
  • Support organizational leaders in hiring, coaching, and retaining strong Policy staff.
  • Build and foster strategic relationships with core partner, ally, and other regional / local organizations in Orange County.
  • Assist Management Team in planning Leadership Body meetings, and present and report on policy updates and progress at these meetings when necessary.

Minimum Qualifications – Knowledge, Skills and Abilities Required

  • Public Policy, Law, or other similar experience.
  • Experience partnering with community-based organizations and grassroots community members in developing and implementing a policy agenda
  • Experience working within coalitions and working with multiple and diverse constituencies in aligning policy development and advocacy
  • Strong management skills, with the ability to inspire, motivate, and strengthen staff accountability.
  • Experience working within diverse coalitions.
  • Ability to work in diverse team of colleagues and populations.
  • Must have excellent networking and communication skills.
  • Must be comfortable with the philosophy and goals of OCCET.
  • Ability to work some evenings, weekends.
  • Current and valid California Driver’s License and transportation to travel to conferences, meetings, and trainings; verification of car insurance is required.
  • Verification of employment eligibility and Background Check required.
  • Regular Attendance required.

  • Prefer individual with flexibility and initiative.
  • Excellent organizational skills–good attention to detail and well organized.
  • Self motivated-proven ability to work independently and in a team and to overcome obstacles.

Environmental Conditions (Working Conditions): The environment for this position is an office environment (may include shared space) as well as out in the field, exposed to weather conditions and noise level prevalent at the time.

Physical Requirement: In the course of performing this job, the incumbent typically spends time sitting, standing, driving, walking, typing, filing, listening and speaking.

Mental Requirement: The incumbent in this position must be able to accommodate to any/all of the following: tolerance for distractions and interruptions.
