Welcome to OCCET Action’s Voter Guide! OCCET Action is an AAPI-Latinx-Labor-Environmental Justice Alliance working in Orange County to build progressive political power.

For the November 2020 Presidential Elections, we have engaged local candidates across the county and made recommendations for those who are aligned with our values protecting True Democracy, Just Transition, Affordable Housing, Public Education, Immigrant Justice and Healthy Lives.

House of Representatives

Representatives are elected to two-year terms to represent the people in a congressional district. They make laws and approve the federal budget.

California’s 48th congressional district covers most of the coast of Orange County, stretching from Seal Beach and Westminster to Laguna Beach and Aliso Viejo. It includes Sunset Beach, Huntington Beach, Midway City, Fountain Valley, Costa Mesa, Newport Beach, and some parts of the cities of Garden Grove, Santa Ana, San Juan Capistrano, Aliso Viejo and Laguna Niguel.

Congressional District 48

Harley Rouda (D) is a businessman and the current representative of Congressional District 48, running for reelection as the Democratic Party’s candidate.

OCCET Action endorses Harley Rouda.

Michelle Steel (R) is Orange County’s Supervisor for District 2, and is the Republican Party’s candidate.

Where do Rouda and Steele stand on the issues?

Health Care Access

Supports a single payer health care system that provides expanded and comprehensive care for all members of our community?

Rouda: Yes

Harley Rouda supports the Affordable Care Act(Obamacare) and pursuing Medicare For All as a long term solution to the health crisis. His office urged people to wear face masks during the Coronavirus crisis.

Steel: No

Michelle Steel supports blocking the implementation of the Affordable Care Act(Obamacare) and proposes “market-based” alternatives. She also opposes making face masks mandatory in the county during the Coronavirus crisis.

Housing Affordability

Supports using federal funds to increase housing affordability for OC residents?

Rouda: Yes

Harley Rouda supports having federal and local agencies work together on affordable housing and other life conditions that impact housing.

Steel: No

Michelle Steel opposes creating an agency that focuses on funding housing for the homeless and low-income community members.

Protect Immigrant Families

Supports sanctuary cities that protect immigrants from deportation and makes public spaces safer for our entire community?

Rouda: Yes

Harley Rouda supports establishing sanctuary cities in Orange County.

Steel: No

Michelle Steel opposes California’s Sanctuary law, calling it “totally unconstitutional“.


California State Legislature

State assembly members introduce and vote on new laws, hold hearings, and draft the state budget. They are elected to two-year terms.

California’s 68th State Assembly district encompasses inland central Orange County, including Tustin, North Tustin, Villa Park, Lake Forest, and some parts of the cities of Anaheim, Irvine and Orange.

Assembly District 68

Melissa Fox (D) is Irvine’s City Council member, an attorney and founder of her law firm specializing in business law. Fox is the Democratic Party’s candidate for Assembly District 68.

OCCET Action endorses Melissa Fox.

Steven Choi (R) is the current assembly member of Assembly District 68, running for reelection as the Republican Party’s candidate. Choi also has founded and owns private academies and education centers.

Where do Choi and Fox stand on the issues?

Health Care Access

Supports expanding Medi-Cal coverage to all undocumented residents in Orange County so that our most vulnerable populations can be insured?

Fox: Yes

Melissa Fox supports expanding Medi-Cal coverage to everyone regardless of immigration status.

Choi: No

Steven Choi voted against expanding Medi-Cal to everyone regardless of immigration status. (SB10)

Housing Rights

Supports “just cause for eviction” legislation that would increase protections for renters and tenants?

Fox: Yes

Melissa Fox supports “just cause for eviction” protections for renters and tenants.

Choi: No

Steven Choi voted against AB1482, which enacts just cause for eviction protections.

Immigrant Families

Supports sanctuary cities that protect immigrants from deportation and makes public spaces safer for our entire community?

Fox: Yes

Melissa Fox stopped the city council from considering a resolution against the California Values Act.

Choi: No

Steven Choi voted against the California Values Act(SB54; “Sanctuary Law”), claiming it would cause chaos and undermine law and order.


Buena Park

Buena Park has five City Council members. City Council members establish city policy, pass ordinances, and vote on the budget. The Council appoints a City Manager, who oversees the administration of the city; and selects one council member to serve as the mayor.

Buena Park transitioned from at-large elections to district elections in 2016 in compliance with the Voting Rights Act.

City Council members for District 3 and District 4 will be elected in 2020.

Buena Park City Council District 3

OCCET Action endorses Susan Sonne for Buena Park City Council District 3.

Susan Sonne is a businessperson in the IT field. She is involved with the nonprofit groups Buena Park Collaborative and the Buena Park Community Resource Center, which work on local issues including housing and mental health. Sonne served in the Buena Park Police Chief’s Advisory Board and the Buena Park Beautification-Environmental Commission.

Sonne’s top priorities include:

  • educating residents on public health in the era of the COVID-19
  • ensure issue experts, and not the police, to address social concerns
  • affordable housing

Fullerton

Fullerton has five City Council members. City Council members establish city policy, pass ordinances, and vote on the budget. The Council appoints a City Manager, who oversees the administration of the city; and selects one council member to serve as the Mayor.

Fullerton transitioned from at-large elections to district elections in 2016 in compliance with the Voting Rights Act.

City Council members for Districts 1, 2 and 4 will be elected in 2020.

Fullerton City Council District 1

OCCET Action endorses Fred Jung for Fullerton City Council District 1.

Fred Jung is the owner of a small sports apparel business, football coach, and founder of the youth football nonprofit organization Junior All American Bears.

Jung’s top priorities include:

  • affordable housing
  • infrastructure repair
  • environment

Fullerton City Council District 4

OCCET Action endorses Aaruni Thakur for Fullerton City Council District 4.

Aaruni Thakur is a workers’ compensation attorney and community organizer. Thakur has served in the Fullerton School Board and the city’s commissions of Energy and Parks and Recreation.

Thakur’s top priorities include:

  • supporting pro-worker policies and encouraging protection in the era of COVID
  • fixing roads and potholes
  • real, compassionate solutions to the homelessness crisis

Garden Grove

Garden Grove’s city government has six City Council members and a Mayor. City Council members establish city policy, pass ordinances, and vote on the budget. The Council appoints a City Manager, who oversees the administration of the city.

Garden Grove transitioned from at-large elections to district elections in 2016 in compliance with the Voting Rights Act. The Mayor is elected at-large.

The Mayor and City Council members for Districts 2, 5 and 6 will be elected in 2020.

Garden Grove City Council District 2

OCCET Action endorses Julie Diep for Garden Grove City Council District 2.

Julie Diep is a business owner and therapist, founding a non-profit organization to improve the lives of people with speech disability or autism.

Diep’s top priorities include:

  • economic recovery that promotes small businesses and full employment
  • streets that are safe to walk
  • public parks

Garden Grove City Council District 5

OCCET Action endorses Bob Tucker for Garden Grove City Council District 5.

Bob Tucker is a retired queer union representative and local activist. Tucker works at the Garden Grove Unified School District as a union-appointed personnel commissioner, and is involved with the Santa Ana Workforce Development Board’s Youth Council as well as the local Home Owner’s Association.

Tucker’s top priorities include:

  • ensuring that Garden Grove spends its budget in community services instead of allocating 52% towards police
  • expand latinx community outreach
  • address COVID economic issues in the city

Santa Ana

Santa Ana’s city government has a Mayor and six City Council members. City Council members establish city policy, pass ordinances, and vote on the budget. The Mayor proposes and administers the budget, appoints department heads, and oversees the administration of the city.

The current mayor, Miguel Pulido, has held the position for 26 years since 1994. Pulido is termed out in 2020 under the city’s new term limit laws.

In the 2020 elections, voters will elect the Mayor and City Council members for Wards 1, 3 and 5.

Mayor of Santa Ana

OCCET Action endorses Vicente Sarmiento for Mayor of Santa Ana.

Vicente Sarmiento is Santa Ana’s city councilmember and an attorney working with bankruptcy law and local nonprofits. He is the child of Bolivian immigrants.

His priorities include:

  • increasing parks
  • reducing homelessness
  • providing more affordable housing for working families
  • investing in youth programs
  • supporting efforts to make our neighborhoods safer

Santa Ana City Council Ward 1

OCCET Action endorses Thai Viet Phan for Santa Ana City Council Ward 1.

Thái Việt Phan is an attorney in a law firm and is the child of refugees of the Vietnam War. Phan serves in the Santa Ana Planning Commission, Vietnamese American Bar Association, and the Heritage Museum of Orange County.

Phan’s priorities include:

  • promoting housing affordability by increasing non-luxury development and capturing in-lieu fees
  • help small businesses and residents survive the Coronavirus crisis by increasing in-language outreach and balanced distribution of federal funds
  • reform public safety, increasing trust in institutions

Santa Ana City Council Ward 3

OCCET Action endorses Jessie Lopez for Santa Ana City Council Ward 3.

Jessie Lopez is a community health advocate at the non-profit Latino Health Access, engaged to various local groups and initiatives to improve the community.

Lopez’s priorities include:

  • building and protecting affordable housing
  • a just and equitable city budget that invests in the youth
  • expanding open spaces, especially in marginalized communities

Santa Ana Unified School District

The Santa Ana School District has five board members, elected at-large by voters in the district. The Board appoints a superintendent and sets overall directions and establishes policies.

The School District does not include the portion of the city of Santa Ana to the west of the Santa Ana river. Also, it includes portions of Irvine and Costa Mesa.

In the 2020 elections, voters will elect three board members; of the six candidates, the three with the most votes will be elected.

Santa Ana Unified School District Board

OCCET Action endorses Alfonso Alvarez for Santa Ana School Board.

Alfonso Alvarez works in the social service field ensuring that children are supported and have the opportunity to receive quality education and succeed in their goals. Alvarez is a current board member of the Santa Ana School Board, running for reelection.

Alvarez’s priorities include:

  • continue to support students to learn while facing the COVID-19 crisis, with a focus on providing food for students, mental health, and support for students who are homeless.

Santa Ana Unified School District Board

OCCET Action endorses Carolyn Torres for Santa Ana School Board.

Carolyn Torres is a teacher at Dale Junior High School in Anaheim, and an activist and community organizer.

Torres’ priorities during the pandemic include:

  • ensuring that students have access to the needed technology
  • ensuring that educators have the training they need
  • ensuring that classified staff can work in a safe environment.

Santa Ana Unified School District Board

OCCET Action endorses Rigoberto Rodriguez for Santa Ana School Board.

Rigoberto Rodriguez is a professor at California State University – Long Beach with three decades of activism. He is the child of Mexican immigrant farmworker parents.

Rodriguez’s priorities include:

  • delivering quality and equitative education to all students
  • ensuring students are holistically well
  • providing an inclusive curriculum, including ethnic studies.

Irvine

Irvine has four City Council members and a Mayor. City Council members establish city policy, pass ordinances, and vote on the budget. The Council appoints a City Manager, who oversees the administration of the city.

Every two years, the mayor and two city council members are elected at-large. Of the 14 candidates running for City Council in 2020, the two candidates who get the most votes will be elected.

Mayor of Irvine

OCCET Action endorses Farrah Khan for Mayor of Irvine.

Farrah Khan is a co-owner of a restaurant, a City Council member of Irvine, and has worked in business as well as nonprofits.

Khan’s priorities include:

  • inclusionary housing, expanding housing for seniors, veterans, and people with disabilities or experiencing homelessness
  • reducing greenhouse gas emissions
  • economic recovery from the injury caused by the pandemic
  • rental assistance
  • addressing police brutality by expanding body cams and education of police officers

Irvine City Council

OCCET Action endorses Tammy Kim for Irvine City Council.

Tammy Kim is the founder of the non-profit Korean American Center providing assistance to the immigrant community. Kim also worked at various companies in the high tech sector.

Kim’s priorities include:

  • creating a full spectrum of housing opportunities with a focus on affordable housing
  • economic and environmental sustainability
  • social justice, diversity and inclusion.
